There is no God or ruler over Purgatory. It is simply a white expanse of space where wolves wander. All feelings are numbed, although a Spirit may still feel. Their figures look solid, although if these wolves try to touch, they will vaguely feel pressure upon contact before sliding through one another.
Here a wolf can make a decision on their life. Most wolves choose StarPack even though they wouldn't know what Legion's Realm would be like. It is not like they are faced with anything to make them choose. A wolf can decide to exist in Purgatory for as long as they wish.
